A $10-million Bounty on Iranian Hackers Really Makes the Case for Legalizing Cyber Privateers

In yesterday's UK Register (read the story here), the U.S. Government has put a $10-million bounty on three Iranian hackers. Stupid. The chances of getting these guys out of Iran are exactly zero. So why not declare open season on all the bad guys worldwide, and get them (and their governments) where it hurts?

The full mechanics and legal justification are all laid out in the panel on the right.

Just saying.

Implementation suggestions for THE MORGAN DOCTRINE are most welcome. What are the "Got'chas!"? What questions would some future Cyber Privateering Czar have to answer about this in a Senate confirmation hearing?
