Data Exhaust: Proof that Only Playing Defense is a Recipe for Doom

Proof that our current cybersecurity defense-only strategy is doomed can be found in today's Wall Street Journal. Three stories on the front page, the front page, mind you:
  1. Hackers can obtain medical and payment records from health-care providers.
  2. Crowdfunding powerhouse Kickstarter was hacked.
  3. Iran's infiltration of the U.S. Navy computer network is "more extensive than had been previously thought…"
My being right on this issue is small consolation.

    Spying in the Navy is not something casual.

    + The U.S. 5th Fleet directs operations in the Persian Gulf, Red Sea, and Arabian Sea. Its headquarters are at NSA Bahrain located in Manama, Bahrain (and just across the Persian Gulf is Iran)

    + If the defense system of the Fifth Fleet is sabotaged then the history of Pearl Harbor can be repeated. The Persian Gulf is a mousetrap.

Implementation suggestions for THE MORGAN DOCTRINE are most welcome. What are the "Got'chas!"? What questions would some future Cyber Privateering Czar have to answer about this in a Senate confirmation hearing?
